Chesapeake Democratic Committee General Body Meeting

A General Body Meeting of the Chesapeake Democratic Committee was called to order by Chair Randy Menefee, on April 12, 2018, at 7:30 PM at the Rivercrest Community Center.

 

PLEDGE OF ALLEGIANCE

 

ELECTION OF NEW MEMBERS
Sam Cooke and Ryan Ritter were inducted as Members of the CDC.  Ryan Ritter, Anthony Briganti and Jenna Swetland were introduced as three of about 20 co-founders of Young Democrats of Virginia, Chesapeake Branch, which is also recognized as a Hickory High School Club.

Adam Billet moved to approve the March Minutes. The motion carried.

No additional items were added. 

 

OFFICER’S REPORTS

Treasurer’s Report Sean Horan presented the Financial Report. Income was from Member Dues. Expenses included meeting room rent, postage, and the State Party Assessment. Upcoming expenses will

include printing of sample ballots for the May and November elections. Funds approved for the CDC website have not yet been spent. Judy Hinch moved to accept the Treasurer’s Report. The motion carried. 

 

Chief Information Officer Report Rob Stuart displayed our chesdemocrats.com website  and introduced our new VOTE tabs:  GET VOTING tab, with REGISTER TO VOTE links to the Virginia.gov, and WHERE DO I VOTE tab, with a link to the Chesapeake polls locator. The ENDORSED CANDIDATES tab is being updated to include all of our endorsed candidates, and is now complete.

 

STANDING COMMITTEE REPORTS

 

Membership Report Second Vice Chair Cathy Bohan reported that Members are being contacted for dues and email addresses when needed. New members are being added to the database. The committee has put together a Welcome Packet for new members. Members who applied tonight will be presented to the CDC next month for election.

 

Outreach: Bettie Anderson represented the Outreach Committee for Chair, Cheryl Rouland in absentia. Bettie reported that the Outreach Committee is working with David Midkiff to use the VAN system for phone banks for our endorsed candidates and that call response data is being collected and entered back into the system. The Phone Banks have been ongoing since the end of February. The Outreach Committee report was approved.

UNFINISHED BUSINESS

 

Bylaws The Chair presented the amended
Bylaws for adoption. The amended Bylaws were unanimously adopted.

 

New Meeting Location The Chair asked that anyone with suggestions for a new meeting location, contact him after the meeting.

 

Summer Picnic The Chair asked if there was interest in a social CDC Summer Picnic in July. Sean Horan moved that the CDC have a summer picnic for CDC members and families with potluck sides and desserts, main course by a sponsor or the CDC, and a committee be created to plan and execute the picnic. Rob Stuart amended the motion by asking for inclusion of the Chesapeake Democratic Women. A member asked for inclusion of the Young Democrats of Virginia and the amended motion was unanimously accepted. This motion was amended to stipulate spending  limit on the amount paid by the CDC for the main course to be $300. The amended motion carried.

 

Candidate Interview Committee Report Cathy Bohan presented the report for the Interview Committee by describing the procedure followed to select and invite the candidates to seek endorsement of the membership. She explained that the State Party plan directs the local committees to seek out candidates during non-partisan local elections to fill all seats for which no democratic candidate is running and provides guidelines for selection based on state given criteria. She described the materials that the members had been sent to review the candidates’ qualifications and she answered questions. The report was accepted.

NEW BUSINESS

 

CDC Election Support 

 

Phone Bank Bettie Anderson explained that there are 3,000 phone calls to be made to Democratic voters in the next two weeks and this was an opportunity for every member to volunteer. The Phone Bank operates Monday through Saturday from 10AM to 8PM and if there are volunteers for Sunday, the hours will be expanded. Calling takes place at Studios and Suites for Less, next to Dunkin Donuts at 1433 N. Battlefield Blvd, at the corner of Battlefield and WalMart Way. Volunteers can receive more detail by contacting Bettie at 757-434-0443 or
bettieanderson@verizon.net. 

 

District Leaders (Coordinators) for Poll Volunteers and Poll Volunteers Cathy Bohan explained there is a great need to have poll volunteers to hand out CDC sample ballots at each of the 63 polls in shifts on Election Day, May 1, and there is a need for District Leaders or Coordinators to seek out and schedule these volunteers. Members were asked to volunteer and sign-up sheets were made available.
 
Independent Candidate Speeches The following candidates introduced themselves and asked for endorsement of the CDC:
For Mayor: Jo Anne Gallant
For City Council: Mary Lou Burke and Gene Waters.
For School Board: Sharon Johnson-Clayton, Luis Padilla, Bryan Miles (statement for Bryan read by Cathy Bohan in his absentia).

 

Vote to Endorse After speakers left the room, a motion was made by Susan Rowland to endorse all candidates present. The motion was then amended by Susan to vote 

to endorse each candidate individually. The Motion carried.

ADJOURNMENT
The meeting was adjourned at 8:55 PM. 

The next meeting is scheduled for May 10th at Rivercrest Community Center at 7:00PM.

Informational Notes Related to Meeting
Note 1:
Bryan “Bubba” Miles had arranged for Cathy Bohan to read his statement to the Committee because he had a ”rescheduled...work appointment” with an “out of town client”. While his endorsement was approved, upon notification of the results, he communicated that he did not wish to be endorsed by the Chesapeake Democratic Party. After the meeting, it was learned that he had participated in the Chesapeake Citizens’ Coalition Candidate Forum during our meeting. 

 

Note 2: Mary Lou Burke expressed her appreciation for the time and effort given to the candidates in allowing them to address the group.
