A General Meeting of the Chesapeake Democratic Committee (CDC) was called to

order by Chair Randy Menefee on May 10, 2018 at 7:25A p.m., at the River

Crescent Community Center.




ROLL CALL was conducted by Chair Randy Menefee.

Chair Randy Menefee acknowledged and thanked the Phone Bank Volunteers, Poll Organizers, Distributors, District Leaders, Poll Workers, and the Chesapeake Democratic Women for their dedication, commitment, and hard work.  The Chair also recognized and congratulated the newly elected Officials.



Marie Strang, Sharon Johnson-Clayton, Catherine Hager, Michael Ricks, and Elizabeth Slamin were inducted as Members of the CDC.



Clayton Spruill, First Vice Chair moved to approved the April 12, 2018 Minutes, and seconded by Cathy Bohan, Second Vice Chair.  The minutes were approved as presented by unanimous consent.



No additional items were added to the agenda.



Cathy Bohan, Second Vice Chair informed members the executive board were volunteers, not paid staff members. This questions had been asked by members.


Sean Horan, Treasurer presented the financial report.  Income was from membership dues. Expenditures included

the election expenses and room rental. Eileen Huey moved to accept the Treasurer’s Report. The motion carried.


Chief Information Officer Report Rob Stuart displayed and discussed an analysis of the CDC website.  Based on the analysis, the site was most utilized May 1, 2018 as a resource for communities.




Sean Horan, Treasurer requested members to submit receipts for the election for reimbursement.  Receipts should be submitted even if reimbursement is not desired.



Cathy Bohan, Second Vice Chair expressed her appreciation for the recruitment of new members.


Precinct and Burroughs

David Midkiff, Financial Secretary reported he has not received any responses from the letters that were mailed.  This does not appear to be a successful approach to connect with Precinct and Burroughs and we have to decide another approach.


Public Affairs (Outreach)

The Outreach Committee, through member, Susan Lang is implementing a Speakers Series program.  The first speakers’ event featuring Mark Woodward, Planning Administrator for the Comprehensive Planning Division of the Chesapeake City Planning Department will be held on Saturday, May 12, 2018, 8:30-10:30 a.m. at Greenbrier Country Club.  Please contact

Susan Lang at regarding speakers’ selection for the series.



Summer Picnic   

The Chair announced the Summer Picnic would be held on July 21, 2018 at the Chesapeake City Park.  CDC members were encouraged to contact Nancy McPherson at with potluck sides and desserts.


After Election (May 2018) Report – Chair Menefee thanked everyone again who volunteered in any way for the election.  The Executive Committee and Poll Organizers are in the process of putting together an After Election Report, including ways to improve.  Members were asked to share any comments, concerns, observations, suggestions and ideas for improvement on the index cards provided. Comments can be sent via email to one of the Executive Officers or use the CDC website Contact Us page to communicate your written comments.  The After Report will be present at our June 13, 2018 meeting.




Sean Horan made a motion to move the May elections to November to increase voters’ participation and decrease expenses to the City.  Dr. Ella Ward seconded the motion. The motion was passed by a vote of 34 in favor and 1 opposed.


Linda Bryant, Sergeant of Arms moved to have a member spearhead the Moving of the Election.  A substitute motion was made by Eileen Huey to have the Executive Board

spearhead the effort. The motion was carried.


Chair Randy Menefee appointed Eileen Huey as the Chair of the Election Committee.


Eileen Huey shared information about current and upcoming events for the campaign to re-elect Senator Tim Kaine, Congressman Bobby Scott, and Congressman Donald McEachin in the November election.


Dr. Pat King’s swearing-in ceremony will be held on June 25, 2018, 3:00 p.m. Chesapeake School Board.


Dr. Ella Ward’s swearing-in ceremony will be held on June 26, 2018, 3:00 p.m. Chesapeake City Council.


Ryan Ritter, Young Democrats in Chesapeake shared information on the National March for Equality in Washington, DC on Saturday, July 28, 2018, 12 p.m. – 4 p.m.  Sponsors are needed. Please make checks payable to Ryan Ritter.



Chair Menefee adjourned the meeting at 8:45 p.m.
